Subject: Participation of the Domestic Defense Industry in the Program Belh @ rra refrigerator
Honorable Minister,
Following on from recent developments in the signing of the Declaration of Intent (Letter of Intent) for the supply of French Belh @ rra frigates and ongoing discussions between Greece and France for our country's participation in the Program, we would like to keep in mind the following.
The Association of Hellenic Aerospace Security & Defense Companies (EEEA), as a collective body of the Greek Defense Industry, has expressed and stated reiterating the national need for the active involvement of the Home Defense Industry in equipment programs of the Ministry of Education. Participation must be ensured
from the initial stage of concluding agreements so that defense industries can undertake a substantial production and support project to ensure, on the one hand security of supply and information for the country, and on the other hand will contribute the growth and competitiveness of the national economy.
The intention of our country to join the final phase of development of this one program, which was marked on October 24, 2019 with its official launch the construction of the first frigate of this type could also mean integration of our country as a "Partner" in the frigates production program. She is a a first-class opportunity for our country to participate effectively in the Program, claiming beyond its broad domestic industrial involvement and integration Greek defense industry in the global supply chain of frigate them.
This objective can be achieved by undertaking a sub-construction project Greek companies, in collaboration with leading French companies. So, the Greek companies outside from the manufacture and supply of subsystems for the frigates of the War Seafarers will then become certified suppliers of the systems these in future supply plans for frigates from third countries. Members of our Union, as well as the domestic defense industries in general, their successful participation in cogeneration programs or as members of joint ventures, have has proven in the past their ability and ability to design, manufacture and complete complex defense products. chain operation supplying the Armed Forces with equipment and maintenance and technical services support, on time and under all circumstances.
At the same time, the objective of the National Defense is fully fulfilled Industrial Strategy (EAVS), which stresses that the country's Armed Forces must maintain their weapons systems at a high level of readiness and availability. This will achieved with strong domestic industrial involvement in manufacturing, maintenance and support for weapon systems especially in critical business areas, so that ensuring the security of supply to the Armed Forces to the greatest extent possible in the event of crisis or war. Based on the above, security will also be ensured supply and information security (Security of Supply, Security of Information) program of frigates and especially of technologically complex and operationally critical weapons and battle support systems, upgrading the future availability and operational utilization.
The integration of the Greek defense industry into their global supply chain Belh @ rra frigates, participating in third country supply programs, will deliver in the national economy the following long-term significant benefits:
• Enhance the country's exports and GDP by participating in sales and support for frigates for all third country users and throughout during their life cycle.
• Increase jobs and investment in new critical industries and technological infrastructures, as well as the maintenance of existing infrastructures.
• Enhance the competitiveness of the domestic defense industry through specializing in high-tech products.
Ensuring the aforementioned benefits to the defense, security and economy
The country, as well as the domestic defense industry, is very important. In cm therefore, the EULEX is asking the Ministry of Justice to include in its discussions with the French side the requirement to maximize domestic participation in the program and its its integration into the supply chain of frigates through submission Complete Proposal from the French side.
