Subject: Involvement of the domestic defense industry in armaments programs - Modernization of Middle Life Refrigerators m. MEKO-200
Dear Mr General,
The Association of Hellenic Aerospace Security & Defense Companies (EEELA), as a collective Greek Defense Industry body considers active participation as a national necessity of the National Defense Industry in the Ministry of Defense Equipment Programs from the Early Stages the conclusion of the relevant supply contracts, but also its readiness for the best possible exploiting its available infrastructure by undertaking a meaningful support project, ensuring the security of supply and information sought for the country.
Greek law provides that the contracting authority shall conclude with the principal at the same time a supply contract and a follow - up contract that will take into account information security requirements and security of supply (Article 4 of Law 3978/2011 - On-going Support Contracts (FOS) In addition, Law 3883/2010, in Article 75, provides that in the Long Term and Three Year Rolling Payment and Receipt Schedule for Armed Defense Supplies Forces Only Integrated Proposals for Defense Material Supply (subprograms). These proposals should, inter alia, include an assessment for the total cost of the life cycle of the defense system and a proposal for security supply based on existing and readily available production opportunities in Greece, cogeneration and support.
It is logical that the participation of the Domestic Defense Industry, where possible, in in the field of Continuous Support - FOS, except for its fast and seamless operation supply chain of the Armed Forces, in hardware and maintenance and technical services support, possibly leading to lower cost over the entire life cycle of defenses systems.
Members of our Union, by participating in cogeneration programs or as members consortia, have in the past demonstrated their ability to complete and deliver systems, subunits and LRUs of the highest standards (Quality Assurance) standards in areas such as: Combat Management Electronic Warfare Systems, Communications, Cables and Harnesses, Integration of Electronics. At the same time, several companies are active in providing Maintenance Services, Online Support (FOS) and Spare Parts, Training, Testing and Verification, Installation and Setting-to-Work (STW) and Field Services.
Taking into account the above, and given that the procedures for its launch are progressing Middle Life Modernization Program (EMZ) of the MEKO PV , we look forward to RFP - Request For Proposals to Applicants companies interested in formulating requirements for Domestic Industrial Participation and Ongoing Support and Security of Supply, by Submitting an Integrated Proposal, which will be evaluated / scored during the Technical Evaluation phase and will cover at least the following:
(1) Description of industrial cooperation / cogeneration areas in critical systems / subsystems as will be defined by IP in the context of Security of Supply.
(2) Study for the establishment of On-going Support Capabilities through the development of appropriate home infrastructure.
(3) Possibility of granting a relevant license to take over continued support from the domestic defense industry.
We are convinced that the broad participation of the Domestic Defense Industry in the program, due to the competitive prices it can offer, only the positive effects will have on reducing the total cost of the program.
EULEX hopes that the Ministry of Justice will respond to the above request with a view to timely informing the contractors in order to achieve the optimum result for Armed Forces and the Domestic Defense Industry.
Please for your own actions.
Yours sincerely,
The president
The general secretary
