The ongoing first session of the 14th National People's Congress China 's highest legislative body , brings together 2,977 deputies from various professions and backgrounds. Among the national legislators, 281 are from the armed forces, making them the largest group of legislators at this year's meeting.

On Wednesday, while attending a plenary meeting of the Chinese People's Liberation Army (PLA) and People's Armed Police delegation during the first session of this year's 14th NPC, his 11th such attendance, Xi stressed the importance of breaking new ground to improve integrated national strategies and strategic capacities.

To do so, efforts must be made to push forward reform and innovation, Xi stressed, urging further progress in this regard.

Building strategic capabilities

In the report to the 20th National Congress of the Communist Party of China (CPC) held in October, China pledged to further modernize its national defense and military.

The country will enhance the military's strategic capabilities to uphold China 's sovereignty, security and development interests, and ensure that the armed forces effectively carry out their missions and tasks in the new era, according to the report.

At Wednesday's plenary session, Xi, also general secretary of the CPC Central Committee and chairman of the Central Military Commission, explained that consolidating and improving integrated national strategies and strategic capabilities has profound significance for building a modern socialist country in all aspects and advance the great rejuvenation of the Chinese nation on all fronts, as well as to achieve the goals of the centenary of the PLA by 2027 and more rapidly raise the armed forces to world-class standards.

Stressing the goal of maximizing China 's national strategic capabilities , Xi called for efforts to integrate strategic readiness, resources and strengths in all areas, in a bid to systematically enhance the country's overall strength to deal with strategic risks, safeguard strategic interests and achieve strategic objectives.

Xi urged advancing collaborative innovation in science and technology, focusing on independent and original innovation, so as to build self-reliance and high-level strength in science and technology at a faster pace.

Strategic capabilities in emerging fields need to be strengthened to gain new advantages in national development and international competitions, and the resilience of industrial and supply chains needs to be increased, he said.

Before speaking at the meeting, the president listened to the reflections and suggestions of six military delegates who spoke about the technological capacity of defense, the construction of large infrastructures and public education in matters of national defense.

In his speech, Xi ordered to coordinate the construction of major infrastructure, speed up the creation of national reserves and make them more capable of safeguarding national security.
