On November 11, 2025, the European Commission announced a breakthrough political agreement with the European Parliament and Council on the European Defence Industry Programme (EDIP), backed by an initial budget of €1.5 billion for the period 2025–2027. This landmark initiative is positioned to directly enhance European defence industry competitiveness, technological sovereignty, and operational readiness, while deepening EU cooperation with Ukraine’s defence sector.

At the core of EDIP is a drive to accelerate joint procurement of defence products, ramp up industrial capacity, and deliver on the Defence Readiness Roadmap 2030. The programme mandates that a minimum of 65% of all components in funded projects must derive from EU member states or associated countries. This will prioritize and incentivize partnerships between European OEMs, SME suppliers, system integrators, and military infrastructure providers, ensuring value is retained within the internal market.

For B2B decision-makers, the programme provides critical new business opportunities across the defence value chain. Major projects expected to see immediate benefit include advanced weapons systems production, military vehicle upgrades, secure communications networks, integrated radar and sensor platforms, and digital simulation environments for training and operational planning. This will enable Ukrainian defence production integration into the European Defence Technological and Industrial Base (EDTIB), allowing joint ventures, knowledge exchange, and harmonized quality standards.

EDIP builds on several new frameworks: the European Defence Projects of Common Interest, facilitating shared capability development; the voluntary European Armament Programme Structure (SEAP), supporting multi-country procurement; and potential VAT exemptions for cooperatively owned military equipment, supporting cost efficiency on large joint projects. The scope of eligibility extends from established defence majors to SMEs at all tiers of the supply chain. Commission Vice-President Henna Virkkunen emphasized the programme’s ambition, stating that it “not only strengthens Europe’s defence industrial base, but also reflects the spirit of unity and cooperation that defines our Union.”

Executive appointments are expected as new oversight committees and programming boards are constituted to steer project selection, industrial participation, and compliance with European content rules. For contract managers, procurement officers, and C-level executives, the programme signals a surge in opportunity for prequalification, partnership building, and access to key flagship projects. Operators in cybersecurity and electronic warfare, digital solutions for defence IT, logistics infrastructure, and advanced manufacturing are all poised to benefit as the financing window opens for proposals.
